En Route Chart: Unuseable Route

The original "I don't know it all" of aviation.
Looking over the charts for a training flight Friday, I discovered something new to me: the depiction of an airway being shown as unusable. V573 northwest of the ADM VOR.

What is making this segment unusable?

I was told that routes that are unusable could be due to radio navigation issues when the FAA tests them. But I'm not an expert here.
 
The radial is indeed unusable. From the FAA's datasheet on the ADM VORTAC (available at http://webdatasheet.faa.gov/), the VOR has a restriction since 05/15/2012 for "VOR Unusable 314° - 327°".

Why this is the case, now that I have no idea.

Most likely something got built in the area that now blocks those radials from being reliable.
 
At one time it was a route. Then the FAA flight tested it and determined the VOR is unusable from 314-327 degrees. Don't want to give up the airway cause it will take a lot of effort to get it back so they just mark that segment unusable. Now you could probably get assigned that route segment from ATC if you are flying GPS but not 100% sure.
