The bigger drones will now carry a pax, remote controlled is pretty reliable, so what stops us.?

Battery technology, primarily.
Also, the design needs to be fault tolerant if a motor fails, and hopefully it would have a full airframe chute.

there are a couple companies who are trying to develop hydrogen fuel cells.....if that works, it's much more efficient than the jet engine.

Think about that for a minute....
 
Define "Drone"

If you mean "Multi copter" there is one big no way to get around it reason. They don't scale up well. If you want to carry multiple people and have VTOL, a conventional helicopter rotor system is the one and only way to go. Just look at the Moller Skycar. 800+ horsepower.
If you mean autonomous aerial vehicles. Regulations.
