Check with your local FSDO. Someone in an earlier reply mentioned air taxi which is the operative phrase here.

Oh, you mean like when MEM FSDO said that GPS couldn't be used in lieu of things it could specifically be used in lieu of? Yeah, great idea.

...or the FSDO which said only one pilot could log PIC on an instructional flight...or the FSDO which said every leg of a cross country had to be more than 50 nm long?
 
Not saying they (FSDO and folks) are perfect, but they are the folks who are most likely to ramp check you or investigate any complaints about you. The IRS is another federal agency that is notorious for their answers varying widely from office to office. Does it not seem logical to start by asking the local folks first?

With widely varying answers? Nope. If it's *that* important, you ask the CC. But don't EVER ask them questions you may not like the answer to.
