If I'm in Class E airspace above 10000 ft, what ceiling is VMC?

1000. Kind of a moot point though. You would not be able fly VFR beneath any cloud that defines that Ceiling because cloud clearance above 10,000 is 1000 feet below. If there were some breaks in that Ceiling that allowed you to remain 1000 above, 1000 below and 1 mile horizontally from clouds with 5 miles of Flight visibility you would be ok though
 
The only time ceilings matter for VFR is when operating below them in a SURFACE AREA OF CONTROLLED AIRSPACE DESIGNATED FOR AN AIRPORT.

Outside the airspace formerly known as a control zone, you can fly along under a 700 overcast all you want or you can fly "on top" in 000 OVC anywhere in the US.
