Class E airspace

What controlled airspace starts at the lowest altitude? 700ft Transition areas.

Well, to be technical, class E "surface" areas, Class D, and the inner circle of Classes C and B all begin on the ground, so I'm not sure I'd use "lowest" as my criteria for "most."

I was missing the fact that VFR should not fly in IMC and see and avoid basic even in IFR.
The air space designation is done con complicated factors, sometimes the reason seems to be unknown to its users.
