So if the only reusable parts are the data plate and, say, the rudder, it's still a "repair"?
Doubtful. I don't believe the rudder would be considered a a load bearing structure. But if the only reusable part were where the rudder mounts at the vertical fin down to the aft tube cluster where the tail wheel mounts, I think it would be repairable.

On the PA-18 the vertical is a part of the fuselage structure. The Rudder and all flight controls are OEM from the N Number and will be cleaned inspected and repaired as necessary, and the recover of the Aircraft is recorded on a 337 applying the Poly -Fiber STC to the entire aircraft, one 337.
 
As mentioned earlier, it is the mechanic's decision on what to certify and how. I wish the OP luck. :)
