Who is responsible for the pre-flight inspection? Captain, first officer, both, or the one who will have the controls at takeoff?
 
Captain is ultimately responsible for the ship. That said, he can delegate tasks at his discretion.

At UAL, when we had Three Pilot airplanes, the Flight Engineer was responsible for the walk around. On the two pilot planes, either Captain or First Officer can do them, but it is a rare sight to see a captain doing one. :D

The smokers were the only Captains I flew with that were quick to jump up and go do the walk-arounds... which always detoured into the designated smoking area while they were out.
 
Around here the FO always does the walk around unless it's a REALLY nice day out (but the Captain is responsible if we screw something up or miss a broken item). So to answer your question...everyone. It's usually accomplished by the FO, but we're both taking it flying so we're both responsible for the plane.

Are you talking about legal responsibility or just who does what?

Assuming legal responsibility, since the captain is PIC, he's responsible. The captain can delegate the duties to the FO, in which case both will be responsible.
 
The person that signs for the Aircraft is designated as the PIC. They are the one that is ultimately responsible for everything that goes on with it while the aircraft is under their supervision.

As far as delegation of jobs goes it may depend on what FAR Part you are operating under. But, if you delegate a preflight to a FO and he misses something that give you grief later its still your fault as the Captain. Because its your responsibility to have oversight.

The long and the short of it is the PIC is who's name will appear first on the FAA or NTSB report.

So are you saying that if the PIC delegates it to the SIC, the SIC won't be held responsible?

The PIC will be held responsible as well.

When in command, you can delegate authority, but not responsibility. Anything your subordinates do will reflect on you. That doesn't get them off the hook, it just puts you on it along with them.

I agree. That's why I asked. LearDriver's post was after other posts that said "both" and that one only mentioned the PIC, so I was just checking if there was some disagreement about "both". As he replied, there wasn't.
