It seems he was doing patterns and crashed about a 1/2 mile north of the runway (landing 19). I count 6 patterns on Flight Aware.

I think you’re looking at the June 26th flight, not the fatal one from last night (July 26th), for which there seems to be no record on FlightAware.

Talking to someone local, the reason it may not be on Flight Aware was it was right after takeoff. And they stated that the blades were both bent, indicating the engine was running.

How did a mechanic return the plane to service this way?

"Maintenance personnel reported that during an engine run with the new propeller installed, while at full power the thrust level was so great that the airplane began to move even with full braking applied."

Aren't the brakes supposed to hold?

It depends on if the brakes were slipping or the tires dragging.

Also not sure if there is a requirement for brakes to hold at FULL power ground run

Most likely the investigator asked if there was anything different that they noticed in the annual.
