New water heaters are pretty light before they're filled. Just a bit big and awkward. What you see is more or less a thin metal cover with insulation between it and the pressure vessel.

If your going to use the strap,the metal is pretty thin ,you don’t want to ratchet the strap to tightly. Get a helper.
