You are asking whether new ground stations will be installed to increase coverage of FIS-B and of relaying traffic information? I'm not aware of any such plans.
For the FAA, and for most of the world, ADS-B is a traffic safety tool that complements TCAS/ACAS - and that can be had aircraft-to-aircraft (without ground stations) with dual-link ADS-B "in" receivers. The decade-old network of ground stations in the US provides the service coverage that was contractually agreed between the FAA and its contractor, so other than repairs/maintenance and maybe very targeted, localized improvements, I am not aware of any plans to enhance coverage.
