Looks like the highlights are...

- Continuous VOR coverage if flying at 5000' AGL in CONUS.

- One approach per 100 nautical miles that doesn't require DME, RADAR, or GPS... in case of GPS outage.

Right there with ya. Trying to decide when to give up and shove a GPS in the panel.

Always gonna have some sort of basic ground NAV structure. Like the military holding on to TACANs and PARs, gotta have backups. In some cases, it's even a primary. A contract was just awarded this year for 42 new PAR systems for the DOD. Looks like humans will be in the final approach loop for some time to come.
