I’m missing the first 10 years of log books to my 79 Piper Lance.

I have 32 years of annual inspections and 5314 TIS hours.

Because of the missing logs, will I have to comply with the inspection?
 
Yes you will. Also, if that’s 5,314 factored service hours, than that automatically qualifies the aircraft as well.

Thank you, that’s what I was thinking as well.
5,314 is hours on airframe (not factored service hours)

Only if they have a Level II or Level III NDT qualification for Eddy Current which most don't. There are several threads on PoA that list some of the available NDT shops in some areas that can perform the check. Maybe put up a separate thread asking for your area? And just to add, the AD is applicable per both C(1) and (3).
