Beam type torque wrenches do not meet industry specs, thus are not legally calibratable. My Snap On was built to meet an industry spec and has been legally certified as meeting those specs many times. I know which I would trust. YMMV

Ever wonder why good/expensive pots and pans have copper bottoms? They transfer heat well. Copper also transfers electrons very well. A bad switch or circuit breaker can transfer the heat generated down the copper bus bar to another spot. Look for the hot spot.

The incandescent gets the colour from the lens, not the lamp. An LED gets the colour from the LED itself and not the lens. A coloured lens with a coloured LED' even the same colour, is not desirable. I don't recall exactly what aspect gets degraded (colour, brightness, general happiness)...

I do, as required. If the bolt call out has a wire hole in the head, it gets safetied. Cheap and easy to preflight.

I didn't realize that there was a star lock washer under the head. As Bell206 mentioned, that screw relies on the locking action of the washer. And those screws hold the oil filter adapter in place. For less than $50, I would replace them. Cheap insurance.

Check with Lycoming. An oil filter adapter sounds like a critical installation. What is keeping the engine oil in the engine worth to you?

How much sheetmetal experience do you have? Who are you expecting to certify this work? This job can get messy if not done well.

Does it do it with just the master on and the engine not running? Different head set? Different jacks? What other items are running that can be turned off to see if they affect the radio. One of my first go to's is to "re-rack" the box. Just the action of moving the box often clears up issues...

If you open an inspection panel that is not meant for pilot pre-flight purposes, the work is technically considered maintenance and requires a maintenance release. It doesn't always happen.
