MOA altitude question, 7000 ft only?

For an MOA, on the chart in the altitude column it only lists a single altitude, for example, Gamecock A, 7000 ft. .... :

The ones with ranges make sense, but the ones listing single altitudes have me scratching my head. So the military only conducts ops at 7000 ft. in that area? Or only at 10K in Gamecock B?
 
The 7000 is the floor of the MOA. After doing a little research, it goes up to FL180.

Thanks guys, yes I see it now, there was an asterisk by altitude on the column heading, I found the other end of that asterisk with the answer you guys gave:
