Sounds like a SFRA violation, but not a FRZ violation.

I am a student pilot at HEF and they wouldn't sign me off for a practice area solo until they were sure that I wouldn't bust the Dulles bravo or SFRA on the way back in. Warrenton (HWY) is only 12 miles away but just outside the SFRA. I wonder what happened to this guy. I imagine it wasn't fun talking to the Secret Service afterwards.
