I was asked this question and I have been unable to find specific guidance.
Does the "instrument training" specified in AC 61-91H (7)(a)(3) need to be
done by a CFII? Or is this like the basic instrument flying done in the private that can be done by any CFI?

Ive never heard that it needs to be from a CFII
 
No need for the double I. It is like the instrument work required for Private Pilot. It isn't being used for the instrument rating so any CFI can do it.
 
Nope.

I was about to start instrument training at the time, so we did it IFR and flew one ILS approach. The CFII just talked me through the whole thing.

I was pretty good at the basic Private-level instrument stuff, so he didn't have an issue doing an approach.

I highly recommend it, so that a non-IR pilot has some idea what to expect in an approach in case they get stuck in IMC accidentally.
