Congress passed a law and Obama signed an FAA deadline of December 2015 to complete the Part 23 rewrite.
FAA Associate Administrator for Aviation Safety Peggy Gilligan told congress a week ago that a two full years delay will be required.
Technically, the FAA will be in violation of law after they miss the December 2015 deadline.
But it's worse than that. The delay gives European manufacturers a way to hammer what's left of USA aviation makers by bringing new products to market while the FAA stalls.
EASA has already completed their version of Part 23 rewrite, and at least four new aircraft products from Technam, Flight Design and Pipistrel are undergoing certification under those rules.
Two of which are the Cessna 172/182 killer the Flight Design C4. And the sleek, advanced Pipistrel Panthera.
