IMHO Eartha Kitt. She had the prrrr down perfectly, her surname consists on a the first syllable of Kitten, a young cat, and she had the exotic cat voice.

-But from he Batman series, Eartha was the definitive Cat Woman for me. Julie was incredible, but Eartha was the best. I'm also biased because I met her once... a very classy, sexy lady.

Eartha Kitt always creeped me out.

By the time of the Batman TV show, Eartha was a little old to be Catwoman, and her voice always struck me as being a bit schticky.
