Which frequecy to use?

normally it doesnt matter as we get handed off along the way, but to clarify...

When there are multiple frequencies listed and divided by directional degrees (e.g. KCLT af/d) we use the area of the sky we are in not the direction we are heading...correct?

CLT shows App Con 134.75 (246*-360*) so if I was in that area of the sky I would use that frequency or is it if I am on a heading in that range?

Yep, you had it right, use the freq for the sector of the sky you are in.

Because this is PoA of course I have to throw a little something extra in the mix.
there is also the above/below 8000' to consider along with what has already been answered.
