What type of lights are these

I fly out of KASH and I noticed they installed 3 pairs of red lights to the left of runway 14. It almost looks like a 3 bar VASI, but I don’t think it is because the lights don’t change color on an approach. Does anyone know what they are and their purpose is?

That appears to be some type of antenna array. Of what I'm not sure. I've seen a localizer antenna placed like that before, but that would only be one group of antennas, plus the localizer antenna is at the far end. I don't see a typical glideslope antenna, which would normally be here. Maybe these structures are for it, and the red lights are just obstruction lighting.
