Actually that wing on the Civic actually is a wing. It's from a 172.
 
Not a coincidence. LeMons is a race among intentionally crappy and odd vehicles. Must cost no more than $500 (but people seem to play pretty loose with what counts).

Yes, they cut a lot of slack on the $500 thing. It's a judgement thing and popularity and creativity count heavily. Out of pocket costs on the Spirit of Lemons was well over $500, but come on, they had to let this one race!

What they really don't like is people buying old Mustangs and BMWs and hanging a lot of performance parts on them. The $500 rule is to discourage this. You can build performance parts from scratch, but you can't just go buy aftermarket stuff.
