What is this strange ski boat water line through transom?

This chrome fitting is below the water line. It connects to a through transom hose.

Then inside the boat there is a on-off valve.

Then the line travels about 1' up the inside of the transom and exits through this fitting. This plastic fitting is threaded and is about 3" from the top of the transom.

Help!! My neighbor just bought this boat and thinks "I" am the expert!! It is a 19' ski boat with a 115 Merc outboard.
 
Hookup for washdown pump.

After-market drain for fish bucket.
 
What type of boat is it? Some wake board boats have water ballast to help make bigger wakes.
 
This boat must be some kind of "one off." It is called, and titled, as a "Holiday." But my Google Foo can't find ANY information. The 115 Merc is a 1980.

And, I just went over there. Yes it is a water pickup, because I can rotate the chrome pickup into the water stream from under the hull.
 
No idea, but I'd STRONGLY advise that that gate valve be changed out with either a bronze or marelon ball valve. Had gate valves on my sailboat, and when they failed it was spectacular..
