Yes. It's the symbol for a launch facility/activity. This one Is for the NASA Wallops Flight Facility operated by the Goddard Space Flight Center.

Oh man don't laugh at me too much, but I fly the Eastern Shore quite a bit. . .and a few years back Wallop's had a launch, and I was some miles west, southbound. There was a short interval, maybe 3/4 of a second, where I had an irrational impression it was a SAM launch. . .
 
That is the new symbol for "Spaceport." You can see one in Hatch, NM also.
