There were quite a few NOTAMs like this when I checked wx on DUATS this morning. What is a "high/low stationary reservation", and what should we as pilots do about it? Stay away? Circle and enjoy the show?

New York Center (Ronkonkoma NY) [ZNY]: July NOTAM #36 issued by Central Alt Res Fac CA [CARF] DINO high stationary reservation within 15 nautical miles radius of 4307N/07607W 12000 - 15000 effective from July 21st, 2006 at 12:45 PM EDT (0607211645) - July 21st, 2006 at 01:45 PM EDT (0607211745)

A volume of airspace can be established for special use, usually military. Such airspace is known as a temporary airspace reservation. This reservation can be stationary or in motion, depending on whether its position remains fixed with relation to the surface of the earth or changes with time.
