It was an amendment to the previous forecast, said amendment being limited to the clouds, visibility and winds until 14z. Everything else remains unchanged.

I often see it at towered airports without 24 hour coverage. I've always taken it to mean that after the controllers go home, only the automated systems will be in place, and that they'll only update clouds, visibility, and winds. So presumable no precip discriminator, temp/dewpoint, etc.
