What does this bolt do on the nose strut assembly?

I am starting to go through my nose gear and strut looking over items for my upcoming annual.. what does this bolt (the one I am pointing at #15) do? Manual / parts list just calls it a bolt.

It's on a Pa28-180

Have you cross-referenced with the service manual? Section 2E22.

It holds the steering horn (35) on.

I bet if we did a trend showing POA bans & feisty-ness vs SIGMETS, we'd see a trend (prolly caused by boredom or more time spent on the web). Now it's Stella, plus I think we're near a full moon!!
 
I guess I should re phrase my question.. if the pin is there to hold the horn on as well it seems as though the bolt wouldn't do much.. maybe designed to take stress off the pin?
