It sounds a bit like the controversy over low-time pilots. Yes there are a lot of new controllers, yes you can often tell. But the solutions are elusive. You need experience to get experience and even experienced controllers and pilots make mistakes.

What we need around DC is a large area that restricts flying, adds special rules and complexity to the airspace that is unprecedented. That will solve this mess
