Depends, It gives itself quite a bit of wiggle room between the "New Paint and Interior" to the "Needs Paint and Interior".

For the typical spam cans that folks on here fly. I'd say it was on average at least 10% too high for what something will sell for. Exceptons, there's always exceptions... :)
 
All of the valuation services lag the market by at least 90 days. If the market is stable, the prices can be reasonably accurate, depending on a number of circumstances that are beyond the scope of any discussion of less than a half-day's duration.

If the market moves substantially after the prices are published, the book values are of less value, but in the best case they're only a starting point. You'll get better information by calling sellers and comparing asking prices after applying a reasonable swag for bid vs ask spread.
