VOR on VFR Sectional without compas rose

I just noticed that there was a Travis VOR outside of Travis AFB and that it doesn't have a compass rose. Why not?
 
Probably clutter. It's a medium power low altitude VOR with no DME nor voice, and appears to be inactive, and there are several better VORTACs and VORDMEs nearby. I suspect it's use is mainly limited to instrument approaches to Travis.

CCR, SAC, and SGD are all nearby, and make better choices for navigation.

It also is not part of any airway.

As MAKG says, it is deleted at the cartographer's discretion to omit the rose. Clutter or whatever, there's no other meaning to the absence or presence.
 
As does Mc Clellan MCC for same reasons stated above.
