What certification is required to provide VFR transponder certifications, and how does one go about getting certified.

I'm not interested in doing anything other than VFR certs.

I'm an IA and do have a ramp tester.

It falls under Part 145. IA is immaterial for checks. It's still possible (?) to get a "Special Services" CRS rating for just xspndr checks but is usually location dependent. Otherwise you'll need a complete CRS with limited ratings. Best route is check with an ASI at your local FSDO. Had looked at this a number of years ago but decided didn't want to go through the hassle/process.

How do you propose testing the blind altitude encoder?
 
I'll have to get with my PMI
If you already have a PMI assigned to your operation then that's a plus. See if you can also talk to one of the PAIs at the FSDO about a "specialized service" CRS which was the route I was going to take.
