I'm contemplating implementing a bulletin board system for
corporate communications. What server is required to run
vBulletin? How hard is it to set up? Does Jesse moonlight? ;-)

You need a mysql database server (free) and a webserver running PHP to handle the actual web page processing. Most web servers available today can handle php. You also need proficiency in administering both mysql and webservers if you want to have anything resembling a secure system.

So - easy to set up? Yes. Easy to set up well and securely? Not so much, but nothing is.
