User fees for drivers, courtesy of the Feds...

So, the highest tax rated city in the nation is going to get $537 million of federal tax dollars (yours and mine!) to fund a toll program which charges drivers in order to reduce traffic?

Yep. And it's DOT (Parent to the FAA) that's doing it. That should explain to folks why there will be user fees.
