any one have a name of a DER that will actually answer the phone?

need help gaining authority modifying a flight control.

Hi Tom

I would like to help, but currently I am far too busy and do not expect to
have enough time for the next several months. Have you checked with Per
Andersson? One caution: Adding weight to the rudder can affect flutter
speeds, although the light appears to be close to the hinge line. Even
so, weight added to the tip of the vertical stabilizer can be detrimental.
The old flutter rules were more lenient than those today, you may want to
review AC23.629-1.
