Why is NASA a lead agency in an Outreach Program to Native Americans?

This reminds me of the absurdity of the USGS involved in biological studies such as study of the red legged frog and shoulder band snail. Not a study of the habitat but of the species itself.

I was involved in the NASA Space Grant program during grad school. It is an excellent, pretty low-budget educational outreach program designed primarily to foster interest in science, math, and engineering in grade school kids. Personally, I think a program like this makes perfect sense coming from NASA, as it involves real scientists and engineers with their communities. I believe there are similar educational outreach programs funded through other government agencies in other fields of study.
