Anyone seen a Notam similar to this:

!TBR 10/013 TBR AIRSPACE PJE WITHIN AN AREA DEFINED AS 5NM RADIUS TBR SFC-FL180 SR-0600 DLY SR-0600 1510311441-1610310600

This is for KTBR, Statesboro, GA. It defines airspace PJE within a five nm radius of the airport, from the surface to 18000' from sunrise to 0600 daily.

I'd like to fly a cross country there soon, but I'd like to understand this Notam first.

there's a parachute jumping exercise daily from sunrise to 0600

Just some parachute jumping is all. Right up the road Sylvania used to issue a similar NOTAM for jumps. CH-47s and CASA212s dropping Rangers out the back.

As others have said, it is for sky diving operations. I fly in and out of there all the time. The pilots in the jump planes do a good job of communicating their location and when the drops are made. Just monitor 122.8 and communicate with them and you should have no problem. If it is a Saturday or Sunday, expect a good bit of activity, during the week not so much.
