Tying down a plane with a tow hook?

Question says it all. Just found a plane with a tow hook that appears to have popped open in last night's 50kt gusts. Is there a way to lock it shut so it can be used as a tail tie down?

Before anyone asks, its parked at the airport I work at. I have the authority to retie it.

The tow hook is not designed to be used as a tie down. Can you tie around the tailwheel?

Most tail hooks I've seen are small and old will hold a small ring.

If you want to close it, just flip it up and pull the keeper over the end of the hook, should be obvious if you look at it. I'd just tie it around the tail wheel spring.
