Two VFR pilots, one under the hood - can both log PIC time?

You do have to be careful with Google. Not only the Risingup site, but one or more of the various flight sim sites link to outdated versions of the FAR's.

Actually, the TRULY official site is the Federal Register as authorized in 5 USC 500 et seq. But why split hairs that finely?
The Federal Register deals with daily reports of new regs, proposed regs, requests for comments, etc. It is not a codification of the current version of the full Code of Federal Regulations

Pop quiz: Where has Congress authorized the codification of agency rulemaking?

The offical version of any federal regulation is the one published as a final rule in the Federal Register. Codifications are very handy, yes, and some aspects of my and others' life would be very difficult without the CFR. But the Federal Register version is controlling.

Academic for the most part BUT keep in mind that as alluded to in a previous post there are federal regulations in force right now, today, that are published no where else except in the FR because they are fresh and have not yet been picked up by a CFR revision not even in an agencies own internal codification.

44 U.S.C. §1510.

But it doesn't matter. If you're going to view the FR as the only authoritative statement of the rules, I hope you have a very large storage facility and a lot of extra time on your hands to look up the simplest reg.
