Traffic

There was a thread over on AOPA awhile ago about TIS Traffic Avoidance not being continued under some sort of upgrade ATC was doing. I note the new Garmin 396 uses TIS for traffic. Does anyone know how far along the "upgrades" are? My partners were considering some form of traffic for flying in the Chicago area but we're uncertain what would work for how long.

Any ideas?
