Touchscreen 'frames'?

I’d be suspect that it would really have the accuracy and precision for small touch targets like switches and knobs in sims. My guess it’s meant more for very UIs with large and few buttons.
 
That's how touch screens were done, back in the day. Stick an IR grid in front of a regular screen... back then, usually a CRT.

Note that the product to which you linked has a very small number of points -- good for displaying large "Press here" buttons on a screen, for example, but not for what you would normally consider a "touch screen" type experience.
