They had them... they just weren't as popular then as they are now, or as they were in the 40's and 50's. My mother owns and antique and collectibles auction house, and they have a lot of the pedal cars from the 40's and 50's come through there...in all conditions. I'd love to have one of the originals and get it restored. They can be several thousand dollars apiece depending on the model though. Here's some pictures of airplane pedal cars from that period..cool stuff:

They are cool. I have 2 three year old grandsons and they each got one in red for their second Christmas.
