Rolled off the Fort Worth assembly line on Dec 13th. Raptor 195 will be
delivered to the USAF early next year. The tooling is being disassembled
and shipped to the Sierra Army Depot.

Actually most of that facility is being converted for the C-130J and C-5M projects. See:

Other than the fact that the F35 is an international development and the F22 was domestic, I have no idea...

Because F22 has a lot more absolute state of the art systems.
