I would have said that until David Tennant stepped into the TARDIS (Time and Relative Dimensions In Space). He had this really steely underpinning that worked well for the last of the Time Lords.
Difference is Tom Baker was just another Time Lord who got dragged back to Gallifrey from time to time. Tennant played him after the time wars, when Gallifrey was memory (actually, not even that) and he was the last of his kind.
That, and David Tennant can act, something Tom Baker never really learned to do.
