TFR over Restricted Area ???

I don't think I have ever seen this before. Why would there be any need for a TFR if the area is already restricted?

Different altitudes and times. The restricted zone isn’t always active. Appears to be during the day mostly. The TFR is overnight so likely covering some special event going on.
