Is there any way to have a text-only PoA portal? I think of this for use (for example) with the very basic browser in my Kindle, or on a cellphone.

It up to the browser to decide what it downloads. Everything you see is requested by the browser.
If you want torture tryusing the text-browser Lynx.
You can also disabled downloading graphics in your brower. The biggest problem is critical navigation buttons that don't have text behind them.
