There are some blatant typo errors and characters added that don't look like anything I recall seeing in the AIM or on my WX secret decoder ring. Some of it is readable after further decrypting. The rest of it is gibberish.

Poor meterology spelling and sentence structure IMNSHO.

I take it back. A Scrabble set doesn't have that many Q's in it...

I thought "9999" meant "wind calm". Or is that just in a Winds Aloft forecast?

Calm winds (three knots or less) are encoded as 00000KT.
 
Ok, I call Uncle. Invested a couple of hours trying to find how to decode this
taf. As luck would have it, the US Air force WX site that has a decode function is under construction, and the other one you have to give a USAF provided password.
If any one can decipher this, my hats off to ya.

"9999" commonly indicates the visibility is more than 6 sm (also seen on other TAFs as "P6SM."
