TAF question

It is 0 degrees here. Anything falling from the sky will be frozen. So why is there VCSH in the TAF? I don't see how that's possible.

Because forecasts aren’t an exact science. Could be snow showers, could be rain showers.

VCSH can also indicate snow showers in vicinity, it doesn't describe the type of precip. We see it often here.

I guess I've always just thought rain and if it's snowing it's -SN. I shall expand my horizons.
