So I am going through HIMS and had to get a neurocognitive eval done. I received the results back and I was diagnosed with substance induced mild neurocognitive disorder... what does this mean for my special issuance request??

ask neurocog doc. u may be able to work and retest

That will not win you a certificate. Check and see if the neurocog doc thinks more abstinent time will help, or/and whether the deficiencies are amenble to "Cognitive retraining" or not.
