Stupid baggage straps

I hate the seat belt-style baggage straps in the back of my Archer. They are pretty much useless, and are a PITA to use to actually secure luggage. It would make so much more sense to have small loops spaced evenly across the back of the baggage area, and across the front of it, just behind the back seats, to which one could hook bungees to secure luggage. Even removing the seat belts and placing a ring at each point where the seat belts were attached to the floor to use with bungees would make more sense. As it is, the seat belts just remain cross-crossed and attached, and any luggage I might be carrying just sits on top of them, as again, it's a PITA to route those stupid belts up and over luggage.

Anyone care to comment on the legality of changing this setup to one that is more user-friendly?
 
Yea....never used mine. A spyderweb bungy would be much better. How hard would it be to screw in some small D rings on the 4 corners......not hard. Not sure how legal. Makes sense though.
