Strangely worded Florida TFR

So, what's the deal with this (see TFR text in bold below)? Foreign-registered pilots and planes CAN fly through the area? That's what it makes it sound like. I don't recall seeing that specific exclusionary language in a TFR before:

Troy, maybe you have the lawyer gene. Generally, the more specific the language, the bigger the loophole. Gubmint aint nothing if they aint all about being specific when writing the laws. That you spotted the hole is the impetus for my comment about your mother....and father.:)
 
Without looking at a Miami Sectional, I'm guessing that this area is out beyond the 3-mile limit where the US government can't tell anyone other than those otherwise subject to the FAR's (i.e., FAA-certificated pilots or people flying N-reg airplanes) what to do. They can prohibit those they can control from flying in it, but all they can do is warn others of the hazard. It's the same as the difference between an R-area and a W-area.
 
TFR and nationality aside, I'm pretty sure I don't want to be in the airspace immediately adjacent and downrange of a supersonic bomb. But that's just me.

Side note: That's in the launch window (1150-1335 GMT) for the Mars Reconnaissance Orbiter

They're going to try again tomorrow 1143-1343 GMT so fly accordingly.
