Are you talking about one of the existing STCs? You call the STC holder and ask what they want.

If you're talking about doing one on your own (field approval, sometimes called a one-time STC), it depends on your FSDO.
 
It is not free, but it is what is available. my 235 siezed last year and i have yet to get another engine.. i am able to afford the cost now and ready to get it done.
 
I'm with Henning. Look at an O-320. It would make the Colt a nice plane. The Short Wing Piper Club has listings for most of the STC available for any of the Short Wings.

If you go to the Officers page there is contact information for several people. Tom Anderson is pretty knowledgable and could point you in the right direction.
Better yet, the Short Wing convention starts this Monday in Ogden UT. Come visit and talk more Short Wing stuff than you thought possible. Everyone is an expert and some of them actually are!
